2005 INFORMATION & RULES FOR ANNUAL MOORING LICENCES - RIVER EXE ESTUARY

The Powderham Estate permits mooring in allocated positions on the River Exe if an Annual Mooring Licence is obtained from the Estate. Licences are available on application to the Estate Office, and are subject to contract between the Powderham Estate and individual Boat Owners. The main conditions and 2005 fees are as follows:-

REGISTRATION FEE There is a registration fee of £110 + VAT for new moorers..

LICENCE FEES The 2005 Mooring Licence Fee is set at £6.25 + VAT per foot of boat length, (LOA excluding bowsprits). Licences are not transferable. Moorings may not be sub let, or loaned to other parties. The minimum rate payable if a mooring is not occupied is 19' LOA. If you subsequently occupy the mooring, ask us for a variation of license form to pay the difference outstanding. Renewal notices will be sent out before the expiry of the annual licence period.

LICENCE PERIOD Mooring Licences are valid from 1st March 2005 to 28th February 2006 and there are no fee reductions for part-year mooring. Charges are reviewed annually.

LOCATION OF MOORINGS The moorings area is on the west side of the Exe, from Powderham Point to Cockwood Harbour, the bulk of the moorings being off Starcross. A number of deep water and drying positions are usually available and these can be allocated depending on boat owner’s requirements.

MOORING TACKLE All mooring tackle is supplied by boat owners. It should be regularly maintained and clearly marked with a marker that is supplied with the annual licence. It should be of suitable strength for size of boat, we suggest a 4 fathom lower riser of heavy chain (19/22"), followed by 2 fathoms of top riser (galvanised 3/8 or 1/2 ") Further advice on mooring specification is available from the Estate Office.

MOORING CONTRACTOR Our approved mooring contractor is Starcross Garage, contact Philip Wills 01626 890225, Please CHECK IN ADVANCE with the Estate Office if you wish to use any other contractor.

SECOND HAND MOORINGS It is usually possible to take over an existing mooring when it becomes available. The Estate Office has a list of second hand moorings and can advise on suitability and value. For those wishing to sell their moorings we offer a brokerage service. We charge 10% commission, payable on sale of mooring. We have a steady stream of enquiries from new customers and currently very few second hand moorings to offer. If a mooring is listed with us and has not been sold by the end of the season, no licence fee is payable the following year whilst the mooring is unoccupied and on our books. IMPORTANT: Moorings need to be clearly identifiable both to ourselves, and potential customers before they are listed.

MOORING MARKING In order to assist with the allocation of new mooring spots we ask that all moorings be marked correctly by the end of April. Please let this office know if you are unable to attach marked buoys and risers by then. Moorings should be marked with a 2005 licence tag and you should also indelibly mark your PC No. on your buoys. If you lose your tag contact the Estate Office for a free replacement.

BOAT MARKINGS It is essential that your vessel is marked, with the supplied transom sticker, when occupying your mooring. Failure to display it could lead to the removal of your vessel if we are unable to identify it. If you lose your sticker contact the Estate Office for a free replacement.

INSURANCE Without exception, we need to see evidence of applicants insurance against all 3rd Party risks and it should accompany all licence applications. The Estate will not accept liability for accident or loss of any kind, however caused.

SECURITY The Powderham Estate Boatswain, Tom Dell regularly patrols the mooring areas and is always available for advice and assistance. He can be contacted on Ch 8 or 16 "Unity" or 07734 166198 or 01392823045.

SFCC AND SYC The Starcross Fishing and Cruising Club from the Brunel Tower, provides very good facilities and services for moorers. We thoroughly recommend it to new moorers in the Starcross and Powderham Pool areas. Contact the Estate Office for details or ring 01626 891996 or go to www.starcross-fcc.com . Starcross Yacht Club (01392 861264) does also occasionally have space available for new moorers. Again contact the Estate Office for details.

EXE ESTUARY - new harbour authority plans
Exeter City Council are still in the process of divesting themselves of their responsibility as the historic harbour authority. They propose that the Exe estuary will then become a Trust Port supported by a consortium of local authorities. There are currently no harbour dues but this is likely to change with the coming of a new harbour authority. The Estate wishes to see the new Harbour Authority run as far as possible by and for the users, without a costly bureaucracy, promoting safety and enjoyment for all boaters.

POWDERHAM CASTLE AND POWDERHAM COUNTRY STORE As a moorer you will receive a complimentary family ticket for entry to the castle and grounds with your annual license. You may find our Country Store a useful place for provisioning and we offer long term and complimentary car parking on the estate for moorers who need to leave a car locally, while away cruising.
