No, it doesn't hurt, but it can be quite painful.
The entire operation - perhaps five minutes. The tense part, about 10 seconds. The painful bit, about 2 seconds.
This varies greatly, the piercing is likely to be uncomfortable for the first week at least. Overall healing time (until it is strong enough for the jewellery to be changed) can be as high as a couple of years, and the healing times do vary for different people, but mine have been something like:
